Study of the impact of introducing a maximum out-of-pocket limit on Part D

Medicare Advantage Prescription Drug (MA-PD) plans are required to provide annual maximum out-of-pocket (MOOP) limits on beneficiary cost sharing for medical services covered under Medicare Parts A and B. But there is no such MOOP limit for pharmacy benefits covered under Part D. This paper explores the impact of applying a Part D plan MOOP to MA-PD plans as a supplemental benefit funded through supplemental Part D premiums.
